South Carolina Policy Council Legislative Update

This marks the fourth legislative week of 2019, and several important bills are building momentum in the House and Senate.
On the floor, the Senate will take up a bill that increases the South Carolina Research Authority’s budget by doubling the cap on available tax credits for the “Industry Partnership Trust Fund” (from $6 million to $12 million). It would also prevent SCRA board members from receiving this credit, a conflict of interest that is currently legal. The House does not have have any bills scheduled at this time.

Transgenders in Military Ban Goes into Effect

After much waiting, the Supreme Court is allowing the President’s transgenders in the military ban to temporarily go into effect. Previously, four federal district judges from Washington, D.C., Seattle, WA, Baltimore, MD, and Riverside, CA tried to stop the ban by ruling in favor of LGBT groups. However, early this year, a Court of Appeals in Washington, D.C. ruled in favor of the ban. In a 5-4 decision, the Supreme Court ruled to uphold the Court of Appeals’ ruling, letting the ban go into effect.
