COLUMBIA, S.C. – Governor Henry McMaster today announced that Marcia S. Adams will continue serving as the Executive Director of the South Carolina Department of Administration.

Following the Government Restructuring Act of 2014, former Governor Nikki Haley appointed Director Adams as the first executive director of the newly-formed Department of Administration in July of 2015.

“As the first director of the Department of Administration, Marcia Adams accepted the daunting challenge of streamlining a patchwork of independent offices and departments into a single, cohesive support agency for all of state government, and she has delivered,” said Gov. Henry McMaster. “I am proud to call Director Adams my partner, and I'm confident that the Department of Administration, and South Carolina taxpayer dollars, are in good hands because of her leadership.”

“The South Carolina Department of Administration continually works to increase efficiencies and effectiveness in state government while providing services that enhance security and trust,” said Director Adams. “Governor Henry McMaster’s support contributes to Admin’s success in this effort, and his focus on collaboration is vital to carrying out our mission. I am proud to serve as one of the governor’s Cabinet agency directors and grateful for the continued opportunity to partner with him to make a difference for our great state.”

The Department of Administration works to provide cost-effective, responsive services, and innovative solutions to allow state government to meet the needs of the citizens of South Carolina. To that end, Director Adams has overseen the realization of significant cost savings through inter-agency collaboration and shared services.

Through its Division of Facilities Management and Property Services, which provides management of state owned buildings and centralized real estate services for all state agencies, the agency sold the Port of Port Royal property for more than $9 million. The property was for sale for 12 years before it was transferred to the Department of Administration for sale. Including the Port of Port Royal property, since 2017, the Department of Administration has also sold a total of 23 properties for more than $46 million.

After Governor McMaster highlighted the Department’s State Fleet program during the State of the State Address in January of this year, several new agencies were added to the Department of Administration's Lease Fleet Program, Commercial Vendor Repair Program, and Fuel Card Program. These efforts provide a centralized management of state vehicles and generate significant cost savings. Once completely phased in over five years, the Lease Fleet Program will reduce fleet maintenance costs by a projected $400,000 annually.

By centralizing IT services for state agencies, the Department of Administration has enhanced and increased the state’s security posture. The agency has also implemented rate reductions for IT shared services, which will result in overall savings of $800,000 during the next year.
