Former Greenville County Councilman Joe Dill has officially announced his candidacy for Greenville County Council District 17, pledging to restore transparency, fiscal discipline, and meaningful community input as the seat becomes open.

Current Councilman Joey Russo has indicated he will not seek reelection, creating an opportunity to restore the voice of the district 17 citizens.

“District 17 deserves a strong voice at the table,” Dill said. “Major decisions affecting our communities should never be made without meaningful input from the people who live here.”

• Concerns Over Community Input

Dill cited several recent county decisions that he believes reflect a breakdown in communication between county leadership and residents.

He pointed to the demolition of the Slater Senior Center, which he said occurred without sufficient engagement with the surrounding community.

“Facilities that serve our seniors and families should not disappear without a transparent process and a chance for citizens to weigh in,” Dill said.

He also referenced the demolition of the former Highland Magistrate’s office. According to Dill, the building had previously been renovated for use by the Sheriff’s Office and was later demolished after that use concluded. Community members had reportedly expressed interest in repurposing the structure.

“When public assets are removed, taxpayers deserve to know why reuse was not prioritized,” Dill said.

Joe Dill has dedicated his life to public service in District 17 and throughout Greenville County. He served 24 years on Greenville County Council and 12 years on the Greenville County School Board, earning a reputation for steady leadership, intergovernment experience, and hands-on community involvement.

At the local level, Joe has served as President and Executive Committeeman for the Tigerville Precinct and, in 2025, as a member of the Greenville County Election Commission. His commitment to responsible governance has also extended statewide. He served more than 12 years on the South Carolina Association of Counties Board, including as President in 2012.

Joe has provided regional leadership through the Appalachian Council of Governments and currently serves again as Chairman of the Regional Aging Advisory Committee.

In addition to his public service, Joe remains active in civic organizations. He is a current member and past President of the Slater Marietta Lions Club and previously served as District Governor for Lions District 32A.

Beyond public office, Joe has faithfully served his community through his church. He is Minister of Music at Blue Ridge Baptist Church in Greer and has led music ministries in various churches for more than 40 years.

• Fiscal Responsibility and Bond Concerns

Dill also addressed the dispute surrounding the construction of the new fire department on Highway 11, which ultimately resulted in the issuance of approximately $1.5 million in additional bonds.

He said that had he been serving on council at the time, he would have worked to resolve the contractor dispute before turning to additional borrowing.

“Bonding should be a last resort,” Dill said. “There are often solutions available when leadership is willing to sit down and work through disagreements.”

He emphasized that fiscal stewardship remains one of the most important responsibilities of a county council member, particularly as taxpayers continue to monitor government spending closely.

Infrastructure and Quality of Life Projects

Dill pointed to incomplete infrastructure and recreation projects as another area of concern for residents in northern Greenville County.

He cited the unfinished extension of the Prisma Health Swamp Rabbit Trail through Marietta, along with several planned road improvement projects that have not yet been completed.

“These projects matter,” Dill said. “They affect safety, economic development, and the overall quality of life for our families.”

The Swamp Rabbit Trail has become one of Greenville County’s most recognized recreational and economic assets, drawing visitors and supporting local businesses along its route. Dill said completing the Marietta extension would help extend those benefits to additional communities.

Experience and Institutional Knowledge

During his previous tenure on Greenville County Council, Dill represented rural communities in the northern portion of the county. His campaign emphasizes his experience in budgeting, infrastructure planning, and land-use decisions that shape long-term growth.

“I understand the process. I understand the budget. And I understand the importance of listening first,” Dill said.

With the District 17 seat open, Dill said he believes voters will be looking for steady leadership grounded in experience and accountability.
